2021 Behavioral Health Grant Program Awardees

Grant Program Overview

In 2021, the Williams County Board of County Commissioners (BOCC) granted a total of $2.118 million dollars in one-time awards for the purposes of adding, enhancing, and increasing behavioral health services in Williams County. The grant program was funded by the County's net proceeds from the 1% Public Safety Sales Tax and the County Reserve.

Williams County received 19 applications totaling $7,274,674.58 in funding requests.

Grant Awards

The selection of grant awards was made by the Williams County Commission during the April 6, 2021 regular meeting based on recommendations from the Behavioral Health Grant Application Committee. Three organizations will receive a total of $1 million in grant funding from the County's proceeds of the 1% Public Safety Sales tax, additional funding for the three organizations and for an additional four organizations will receive a total of $1.118 million in funding from the County Reserve fund. The breakdown of these awards is provided below.

Application Process

Applications were due by 5 pm on March 16, 2021. Once applications were submitted they were provided to the Williams County Commissioners and the Behavioral Health Grant Application Review Committee. Per the Grant Program rules, to be eligible for an award, applicants:

  • Must be a behavioral health service provider, an organization that provides services conducted by one or more behavioral health service providers, or a provider or organization that plans to offer behavioral health services
  • Must be registered or licensed to conduct business in the state of North Dakota
  • Must serve, or plan to serve, clients in Williams County
  • Must be able to enter into agreement with Williams County, subject to terms and conditions acceptable to Williams County, to receive and expend the funds

One application was permitted per behavioral health service provider or organization. The application could contain several types of expenses and the total amount requested in any application could not exceed $500,000.

The Committee discussed and assessed the applicants based on the following application elements:

  • Ages served
  • Types of insurance accepted/populations served
  • How long they had been in business
  • Types of services offered and how those services were going to be added to, increased, or enhanced
  • Use of additional funding sources or costshare/backing of the organization
  • The proportion of cost to longevity of awards benefits

Accountability and Demonstrated Impact

Within 3 months, 6 months, and 12 months of receipt of funds, the awardee must provide a statement to the County Commission explaining the impact the funds have had on the awardee’s ability to add, increase, or enhance behavioral health services in Williams County. The impact statements will also be made available on this webpage.
